Admin-only configuration. Cities across Iran are open to requests; a partner is activated only for approved service/city pairs. New services start as DRAFT. PILOT means feasibility intake, not guaranteed availability.

Search genuine user accounts and review existing access roles. Privileged role grants are intentionally unavailable until admin MFA and approvals exist. Partner verification requires recorded evidence and a reason.
